La cantante Hazell Dean nació el 27 de octubre de 1956 en Great Baddow, Essex, y consiguió la fama a mediados de los 80 en el panorama musical británico. De la mano de los productores SAW y su nuevo sonido High Energy, alcanzó el TOP 10 con sus canciones «Searchin’ (I Gotta Find a Man)» (puesto 6), «Whatever I Do (Wherever I Go)» (puesto 4) y «Who’s Leaving Who«, siendo la primera artista que permitió a Stock, Aitken y Waterman conseguir un TOP 10 de la serie de éxitos que posteriormente obtuvieron (100 canciones en el Top 40 británico).
Aunque en los 90 y posteriormente no obtuvo ningún éxito a destacar, Hazell continúa a día de hoy en el mundo de la música de una manera discreta, realizando algunas actuaciones en vivo, grabando algunas canciones que ofrece en su sitio web y trabajando como escritora de canciones y productora.
«Who’s leaving who» fue lanzado en primavera de 1988 y consiguió el puesto 4 en las listas británicas, el 9 en la lista Hot Dance Music/Club Play del Billboard, el 11 en Suiza, 15 en Alemania, 17 en Austria, 31 en Holanda y 44 en Nueva Zelanda.
En realidad se trata de una versión de la original interpretada por Anne Murray dos años antes, con la que esta cantante no obtuvo ningún éxito. Para adaptarla al estilo de Hazell, el tema adquirió la rapidez de los temas Hi-NRG que tanto caracterizaba a los productores SAW. Fue el sencillo de presentación del tercer disco de Hazell, «Always»
